God’s answer:

I instill a guilty conscience in you.

Guilty conscience means "remorse caused by feeling responsible for some offense"4 Instill "gradually but firmly establish (an idea or attitude, especially a desirable one) in a person's mind; put (a substance) into something in the form of liquid drops."5

Question: When did you start doing this?

God’s answer:

The Great Flood
They were drenched with fear.

The Great flood is what occurred in the story of Noah’s Ark.

Question: Why do you do this (Baptism of Faith)?

God’s answer:

Rainbow
This will never happen again

Meaning: God promised Noah and his children that never again will He destroy the earth by flooding, and created the rainbow to remind Him of this covenant He made. What God is saying is to make sure this event never happens again, He put the fear of God in our hearts.
